All clubs affiliated to Swim Wales are required to have at least one Welfare Officer who is responsible for implementing Safeguarding policies. To be the first point of contact for any matters concerning child welfare, poor practise or potential or alleged abuse. The Welfare Officer is required to act independently and in the best interests of the child/children at all times. To act and respond at the correct level for all concerns, many of which can be dealt with amicably to reach an outcome appropriate to all parties. The Regional Welfare Officer will not be appointed to any one club but be available when needed to support all club welfare officers in the designated region in a variety of ways. They will however be part of a regional team.

Currently Swim Wales have one Regional Welfare Officer who resides in North Wales. They provide advice and support on matters concerning safeguarding in line with Swim Wales Safeguarding Policies and Child Protection Procedures. They assist club Welfare Officers with embedding good safeguarding practises in clubs, ‘they are a sounding board’, they keep the best interests of a child as a main focus at all times. They are the first point of contact for advice when a club Welfare Officer requires assistance. They could be conducting an investigation on behalf of a club due to a conflict of interest, including investigation/disciplinary panels.

The Regional Welfare Officer will be an integral part of a Regional panel, advising and agreeing on best practises for safeguarding in clubs.

As the North Wales situation works very well Swim Wales wants to recruit further volunteers to cover additional areas of Wales as specified above.
